iphone 4 black 16 g. showing no service ?

i have an iphone 4 black 16g, in a box, but no accessories. i cant get service on the phone, everything else works. but selling as faulty, 2 tiny scratch on the screen, otherwise its in good condition. i have been told this will work abroad.asking price 200 and no offers or swaps please. please call me on 07930444319. no time waisters or haggling. thanks.
